In a move to ensure consumer protection in the car rental industry, the Department of Economy and Tourism in Dubai has shut down three car rental companies for violating laws related to consumer rights.
Fines Start at Dh10,000 for Violations
The Department of Economy and Tourism has implemented stringent penalties for car rental companies that fail to comply with regulations. Fines start at a minimum of Dh10,000, doubling with each repeated offense. If companies continue to violate consumer protection rules, they face permanent closure. In 2023-24, this led to the shutdown of three firms.
Timely Return of Security Deposits
To further protect consumers, the Dubai Corporation for Consumer Protection and Fair Trade issued a circular mandating that all car rental firms must return security deposits within 30 days of returning the vehicle. This is part of a broader initiative to ensure transparency and fairness in the industry.
Growth in Dubai’s Car Rental Industry
Despite these closures, Dubai’s car rental industry has seen significant growth. According to the Roads and Transport Authority, the number of registered car rental companies grew by 23.7% in the first half of 2022, with a total of 78,000 vehicles registered during this period, an increase from 69,000 in the previous year.

The Department has also penalized some firms for unfair practices, such as overcharging customers for car washing services. Customers are urged to carefully review contracts before entering into any rental agreements, whether for cars or other services.
